How long are these programs? I've also heard that in some universities, Masters and PhD programs are combined, and therefore result in less years to become a psychologist. Is this true? If so, which universities, Canadian or American, offer this?

Two years for the Masters, four years for the doctorate, plus internship and dissertation, which can take several more years. Good luck.
